No dissenting comments were received from the licensee.

5.
Preoperational Test Procedure Review (70305, 70447, 70331, 70308)
The inspector reviewed the preoperational test procedures listed below to verify that they were consistent with applicable sections of the Final Safety Analysis Report (FSAR) and Regulatory Guides 1.68 and 1.79.
The following procedures were reviewed:
1-300-07, RCS Hot Functional

1-300-06, Reactor Coolant System Vibration Monitoring

1-3BB-10, RTD Bypass Preoperational

1-38B-05, Pressurizer Pressure and Level Control System

1-300-18, Control Rod Drive Mechanisms and Reactor Trip Breakers Response Time Test l
The procedures were reviewed for the following:
Conformance to administrative controls.
This included verifying that

pertinent prerequisites are identified.
Acceptance criteria against which the test will be judged are clearly
-
identified.
Initial test conditions are specified such as valve line-ups,
-
electrical power and control requirements.
The procedure includes reference to appropriate FSAR sections, T/S
-
drawings, specifications, codes and other requirements.
Procedure provides for independent verification of critical steps or
-
parameters.
Provision is made for recording details of the test including observed
-
deficiencies, their resolution, and retest.
The inspector noted that no reference is made to the preoperational testing of the containment heat removal system in the normal operating temperature section (Section 6.5) of preoperational test procedure 1-300-07, RCS Hot Functional (Rev.1).
Paragraph 14.2.8.1.42.C 4 of the FSAR requires the verification of containment heat removal capability during hot functional testing with RCS at operating temperature.
The licensee agreed that this commitment is not reflected in the hot functional procedure, and further stated that the implementation of this commitment is still under evaluation.
This item will be tracked as Inspector Followup Item 50-424/86-57-01 " Verify Containment Heat Removal System Testing During Hot Functionals."
No violations or deviations were identified in the areas inspected.
6.
Preoperational Test Witnessing (70322, 70433, 70313)
The inspector witnessed portions of the following preoperational tests:

1-300-04, Containment Local Leak Rate Test, which verified the leak
-
rate of each piping penetration.
The leakage rate is determined by measuring the flow rate of dry air (or nitrogen) required to maintain test pressure applied in the post accident direction.
The inspector witnessed the testing of penetration #63 from the pressurizer relief tank.
1-3BJ-01, Safety Injection System preoperational Test, Section 6.2.14,

which demonstrates the controls and operation of the safety injection system cold leg loop inlet header isolation valve 1HS-8835.
1-3BG-01, Chemical and Volume Control System Preoperational Test,

Section 6.9, which verifies the operation of the centrifugal charging pumps.
The above tests were witnessed to verify the following:
Tests were performed in accordance with approved procedures.

Latest revision of the approved test procedures were available and in use by personnel performing the tests.
Test equipment required by the procedures was calibrated and installed.

Test data were properly collected and recorded.

Adequate coordination existed among personnel involved in the test.
