The inspection scope and findings were summarized on April 18, 1986, with i

those persons indicated in paragraph 1 above.

The inspector described the areas inspected and discussed in detail the inspection findings.

No dis-senting comments were received from the licensee.

The licensee did not identify as proprietary any of the materials provided to or reviewed by the

Residual Heat Removal Preoperational Test Procedure Review (70336)

The inspector reviewed the residual heat removal system preoperational test procedure 1-3BC-01 to verify technical adequacy.

A review of licensee commitments from applicable FSAR chapters, Regulatory Guide 1.68 and the Safety Evaluation Report was performed and compared with requirements contained in the test procedure.

This included verifying that pertinent prerequisites were identified, initial test conditions and system status were specified, acceptance criteria were specified, and performed with management approval indicated.

Changes to the procedure (through change

  1. 35) were examined to verify proper review and administrative control had been utilized.

No violations or deviations were identified in the areas inspected.

Accumulator Preoperational Test Results Evaluation (70322)

The inspector reviewed preliminary results of accumulator preoperational testing per procedure 1-3BJ-03.

Strip charts and their accompanying calculations were checked to verify accuracy as well as conformance with the acceptance criteria.

The test supervisor's log was examined to ensure that adequate conduct and documentation transpired during the performance of the test.

Discrepancies noted while testing were verified to be dispositioned per the correct administrative controls.

The inspector researched the documentation resulting in the preoperational testing of the accumulator level indication system calibrated to vendor generic values in lieu of actual as-built configurations.

This situation was detected when the test supervisor reviewed a maintenance work order to recalibrate the accumulator level indication using the as-built levels.

Confusion was aggravated by original maintenance procedures issued with generic values.

No violations or deviations were identified in the areas inspected.
