! Scope: This special announced inspection involved 26 inspector-hours onsite in ,

t.he area of radiological emergency preparedness. The purpose of this inspection

, was assessment of licensee readiness for the planned emergency preparedness

! appraisal. Major erphasis was stirected toward the following: (1) development,

review, and cvrection of the emergency preparedness plan and implementing  :

! procedures; (2) emergency response facilities and equipment; (3) status of j planning and development of the prompt notification system (PNS).

, Exit Interview The inspection scope and findings were summarized on February 7,1986, with those persons indicated above. The inspector described the areas inspected and discussed in detail the inspection findings listed below. No dissenting comments were received from the licensee. The licensee did not identify as proprietary any of the material provided to or reviewed by the inspector during this inspectio . Licensee Action on Previous Enforcement Matters This subject was not addressed in the inspectio . Unresolved Items There were no unresolved items identified during the inspectio . Prompt Notification System (PNS)

The prompt notification system for the States of Georgia and South Carolina were discussed in detail with cognizant licensee representatives. Licensee representatives stated that plans have been developed for use and distribution of sirens and NOAA tone-alert radio receivers. It was further stated that a matrix would be developed for defining specific distribution of the tone alert receiver . Emergency Response Facilities 1 Operations Support Center (OSC)

Inspection of the OSC confirmed the following:

(1) All assigned telephones and telephone jacks .were installed and operational;

(2) Required equipment was provided and appropriately stored .in cabinets within the facility; and (3) Assigned status boards were in process of development for installation within the facilit It appears that the OSC will be completed, as planned, prior to the scheduled emergency preparedness appraisa b. Technical Support Center (TSC)

Inspection of the . dedicated facility, and detailed discussions with cognizant licensee representatives indicated that the TSC should be scheduled for preliminary operation prior to the scheduled emergency prepa.edness appraisa c. Emergency Operations Facility (E0F)

Inspection disclosed that the EOF was comrleted and provided with required emergency and support equipmen d. Other Supporc Cacilities Onsite and offsite support facilities were discussei in NRC Report No. 50-424/85-5 During the current inspection, however, observation confirmed that construction of the plant health physics counting and chemistry laboratories were near completion. These facilities and operational status of same will be reviewed during the scheduled emergency preparedness appraisal.
