Results
Of the areas inspected, no apparent items of noncompliance or deviations were
identified.

with those pers ns indicated in Paragraph I above. No new items of noncom-pliance or unreso.ned items were identified in the areas inspected.

Licensee Action on Previous Inspection Findings (0 pen) Infraction 413/414/80-11-02, Inadequate procedure for the inspection of safety-related electrical cables. The initial Duke response of August 5, 1980, was amended by Duke on August 29, 1980. Region II is reviewing.

Unresolved Items There were no new unresolved items identified during this inspection.
5.
Independent Inspection The inspector observed work in the Unit I and Unit 2 reactor buildings,

assure that Code (ASME III, Subsection NE, 71S72) required inspections.

were being properly documented. Records were reviewed for Weld Numbers P-3-fi, P-3-27B, P-3-29B, P-2-13B, P-2.18B, P-2-26B, P-2-31B and P-2-28R. The inspector also reviewed selected radiographs of repair areas for Unit 2 Containment dome weld Numbers P-3-29B, P-2-13B, P-2-18B, P-2-26B and P-2-31B.

requirements. Activities observed included grinding of weld prepara-tion for Weld No. 2NC-9-2, liquid penetrant inspection (development stage) of weld preparation for Weld No. 2NC-13-2 and intermediate -
welding of Weld Nos. 2NC-15-3 and 2NC-11-3.
Within the areas examine'd, no items of noncompliance or deviations were identified.

IE Bulletins (Closed) IEB 80-19, Mercury Wetted Relays. The inspector reviewed the DPC response to Region II dated August 28, 1980, and discussed the requirements of the bulletin with the DPC staff. Duke has not ordered and does not plan to order any of the subject relays for the Catawba site.

(0 pen) LII 413/313/79-14-01, Steam generator water level errors.
Duke Power Company has submitted initial and interim reports concerning the subject item.
A generic resolution is being pursued by the supplier.
Corrective action for Catawba Units 1 and 2 is not expected until September 1981.
(0 pen) LII 413/414/80-09, Lack of radiation cure on cross-linked polyethylene cable conductor. The manufacturer is in the process of identifying all batches furnished to Duke which were not 100% inspected. Duke has stopped installing all " Brand Rex" cable until the untreated cable is identified.

Guidance - 10 CFR 50.55(e), Construction Deficiency Reporting The subject guidance document was reviewed with the licensee's site QA management. Specific attention was called to Section 6(e) of the 4/1/80 issue which discusses the notification of potentially repc.-table deficien-cies. 'In adMtion, Section 7, Enforcement, and Section 8, Relation to Appendix B Requirements, were discussed.
The licensee was advised the subject document, although not representing an interpretation of the regu-lations, wili,be used by I&E to inspect his reporting of construction deficiencies and Part 21 matters.
Within the areas discussed, no items of noncompliance or deviations were identified.
