Independent Inspection a.
Management Information The inspector introduced George F. Maxwell, the Region II Resident Inspector (RI) for Catawba, to the Duke Power Company (DPC) management and staf f persons noted in paragraph 1.
Discussions with these persons provided a general orientation to the DPC organization and facilities.
A temporary office has been made available at the site. Agpermenant NRC office is a part of a new building currently being constructed.

Catawba Nuclear Station The inspector and the RI toured the Unit I and 2 facilities, obs,erved work inside the reactor buildings the auxiliary building, and the control room, and talked to various crafts personnel and office staff.

The inspector and the RI visited the York County Library in Rock Hill, i
South Carolina and reviewed the procedures used by the facility for depositing the documents related to Catawba. The inspectors reviewed representative files of documents by the NRC and the DPC for complete-ness and accessibility. The files are in good condition and are reasonably current.
In the areas inspected no items of noncompliance or deviations were identified.

Licensee Identified Items (LII), 10 CFR 50.55(e)
a.
(Open and Close) LII 413-414/80-03-01, Steam generator restraint weld deficiencies. The inspector reviewed the DPC response to Region II dated December 13, 1979 relative to the " Final Report on Deficient Weld in the Steam Generator Lower Lateral Support". The report docu-ments DPC's investigation into the deficient welds discovered on the Steam Generator Lower Lateral Support manufactured by Lamco Industries, Inc.
(Lamco) El Cajon, California, the breakdown in the Lamco QA program, the safety implications, and the corrective actions by DPC and Lamco. The inspector discussed the subject with the QA VD manager and reviewed a DPC Vendor Surveillance Report dated November 29, 1979 of an inspection on November 19 and 20, 1979 to witness the weld repair and ultrasonic examination of the subject support. The inspec-tor also review the NRC Region IV report numbered 99900114/80-01 of i
the January 7-11, 1980 inspection of Lamco at the request of Region
II.
The documentation confirms the corrective action reported in the i
DPC final report. The deficiency was to the Catawba supports only, l
the Lamcos procedures have been changed, and current work is being i
performed utilizing the revised procedures and the traveler welding I
and NDE record sheet. The DPC analysis reports that the deficiencies

were in fillet welds added by Lamco to the back side of the full penetration weld to avoid potential problems with undercut, hence the public safety would not have been jeopardized.
b.
(Open) LII 413/80-03-02, Equipment hatch radiography deficiency. On Februa ry 14, 1980 DPC informed the inspector that DPC has been informed
,
by Lakeside Bridge & Iron Company that the radiographs (RT) for the
,
Unit I equipment hatch had certain deficiencies. The penetrameters were improperly placed on the film side and were not propegly marked.
A report to Region II will be issued March 13, 1980. Lakeside no longer uses the errant subcontractor for RT. The RT for the. Unit 2 equipment hatch welds will be performed properly by another subcontractor.
