The licensee did not identify as proprietary any of the materials provided to or reviewed by the inspector during this inspection.

Licensee Action on Previous Enforcement Matters (Closed)

Unresolved Item 400/85-31-02 Evaluate and Correct Discrepancies in Test Procedure 1-3020-P-Ol, Main Steam Isolation and Bypass Valves Test.

The inspector identified two examples where the acceptance criteria was not fully incorporated from the Final Safety Analysis Report (FSAR) test abstract (14.2. 12. 1.50(d)(3)

(b) and (d)) into the procedure.

II that instrument air pressure range specified by the FSAR test abstract had been added to the procedure.

The TCN also clarified the MSIV loss of air test by adding to the acceptance criteria to observe the fail safe mechanism by local indication and corrected other procedural discrepancies identified by the inspector.

Unresolved Item 400/85-42-03 Identify the preoperational tests or exemption from MSIV testing at power which is specified in Regulatory Guide 1.68, Revision 2, Appendix A, Section 5u and 5mm.

The licensee is preparing a

change to FSAR Chapter 14.2 requesting an exemption from testing the MSIV's at power.

Until NRR concurs in the exemption request this matter will remain open.

Preoperational Test Procedure Review (70300, 70337, 70344)

The inspector reviewed the following preoperational test procedures:

1-2060-P-02, Revision 0, Boric Acid Transfer Preoperational Test 1-1100-P-Ol, Revision 0, Containment Isolation Response Time 1-1100-P-02, Revision 0, Containment Isolation These procedures were reviewed to verify that they were consistent with applicable FSAR section, Section 14.2 test program, Regulatory Guide 1.68 Revision 2 commitments and that the test procedures contained the required reviews, management approval, specified format, precautions and acceptance criteria.

Inspector Followup Item 400/85-31-01, Amplify and Clarify Certain Steps of Test Procedure 1-2005-P-02, Pressurizer Relief Tank Test.

The licensee has issued TCN No.

1 dated October 8, 1985 which clarified the pressure range to be used in supply nitrogen to the pressurizer relief tank and to identify shutdown conditions for the reactor coolant drain tank system following the test.

Within the areas inspected, no violations or deviations were identified.

Functional Test Witnessing (70312)

The inspector observed portions of the following tests:

The above test procedures are generic procedures used for the purpose of running electric motors coupled and uncoupled from the pump.

The inspector observed the initial run of auxiliary feedwater pump motor uncoupled from the pump.

Data was taken on the motor current, voltage, phase notation, bearing temperature, motor speed and vibration.

The test results when compared against the acceptance criteria appeared satisfactory.

b.

1-5095-0-03, Revision 0, Initial Engine Run This test procedure is provided for the initial run of the plant diesel generator engine without electrical loads.

The engine is initially rolled with air only and visual checks made to ensure the engine and drive equipment do not exhibit unusual sounds or conditions.

The diesel engine is then run at slow idle speed and reduced speed for 15 and

minute intervals while monitoring operating temperature, pressure and vibration.

The inspector observed the establishing of several prerequisites and initial conditions and the air rolling of the 1B diesel generator which was conducted successfully.

Several attempts to run the 1B diesel engine for 15 minutes at slow idle speed was unsuccessful in that the engine would trip after operating only one or two minutes.

Preliminary indication were that the diesel engine was tripping on turbo lube oil low pressure.

The licensee continued to troubleshoot the problem during the remainder inspection.

Within the areas inspected no violations or deviations were identified.

7.

Preoperational Test Procedure Verification (70311B)

The inspector reviewed portions of the preoperational test program as described in FSAR Chapter 14.2 to verify that preoperational test procedures are being prepared for the testing identified and to determine if the testing described in RG 1.68, Revision 2 is being factored in to the licensee's preoperational test program.

The inspector reviewed the test abstracts.

The licensee is developing a matrix which will establish what portions of the test abstract are presently covered by a test procedure and what portions remain open and need a test procedure to complete the abstract.

The inspector will continue to monitor the development of the licensee program in this area to ensure testing requirements and commitments are being implemented.

Within the areas inspected no violations or deviations were identified.

8.

Plant Tour The inspector toured the control room reactor auxiliary building, contain-ment, containment annulus and outside plant areas to observe work activities in progress, housekeeping, and tag controls on equipment.
