Lakes, Dams and Canals - Observation of Work and Work Activities - Units 1, 2, 3, and
The inspector observed compaction of impervious filland fine filter material adjacent to the conduit in the main dam, spillway excavation in the main dam, and examined the main dam rockfill test fillsections and emergency cooling water intake canal fill. Acceptance criteria examined by the inspector were:

EBASCO Specification CAR-SH-CH-4, "Embankments and Dams, Dikes and Channels" d.
Procedure TP-08, "Soil Control Program-Class I Dams, Fill and Backfill" Observation of the test fillsections for the main dam rockfill zones included a review of a report on the rockfill test sections discussing construction procedures and field and laboratory test results; and a con-ference with the licensee's representatives, the NRR representative and the NRR consultant 'concerning additional construction and testing requirements for the main dam rockfill.
The licensee will submit'a letter to NRC out-lining the additional requirements for the rockfill zone and will revise construction procedures and specifications to include the additional re-quirements prior to starting placement of the main dam rock fill.
The licensee, in a letter dated August 2, 1979, to NRC Region II, requested concurrence of the acceptability of the emergency cooling water canal fill material placed without moisture control and release for continued con-struction of the canal.
(Licensee was cited for failure to control moisture content of safety related fills in Infraction 400/401/79-07-02 and 402/403/79-06-02 and Deviation 400/401/79-07-01 and 402/403/79-06-01).
The inspector examined the canal fill, reviewed results of laboratory tests

which had been performed on materials placed without moisture control, and discussed acceptability of the inplace fillwith the NRR representative and licensee's representatives.
Subsequent to the inspection, on August 22, 1979, in a phone conversation with NRC Region II and NRR rpresentatives, the licensee agreed to perform additional testing on the inplace filland to revise specification CAR-SH-CH-4 to specify moisture control for some types of canal fill
materials prior to resuming work in this area.
The acceptability of inplace materials will be determined from the additional test results.
No deviations or items of noncompliance were identified.

The inspector examined the following records relating to lakes, dams, and canals:

West Auxiliary Dam field inspection reports for months of June and July, 1979 b.
Results of compaction and inplace density tests performed on impervious fillplaced in West Auxiliary Dam and Separating Dike c.
Training records of 7 soils gC inspectors.
Acceptance Criteria examined by. the inspector are those procedures listed in paragraph 6.
No deviations or items of noncompliance were identified.
