Routine, announced inspection of:
(1) Quality Assurance, i
(2) Training, (3) Plant Operations Review Committee, (4) Preoperational Test Program,and (5) Plant Tour.

- Present at exit interviews.
In addition to the above supervisory personnel, the inspector held dis-cussions with various operations, construction, engineering, technical support, and administrative members of the licensee's staff.
2.
Plant Status Construction of the Waterford SES site is approximately 87% complete.
The current LP&L schedule indicates initial fuel loading during October 1982.
3.
Quality Assurance-Operations The inspector reviewed the licensee's plans for Quality Assurance coverage of plant preoperational testing and operations.
Presently the on-site Quality Control organization for operations is covering portions of the overall Quality Assurance program.
The li,censee has approved one position for an on-site Nuclear Operations Quality Assurance Engineer.
They expect to fill this position in the near future.
No violations or deviations were noted.

Training The inspector attended portions of lectures on plant chemistry on May 12 and l
May 13, 1981.
The lectures were being given to the licensee's chemical and environmental engineers and technicians. The individual giving the lectures appeared to be both experienced and knowledgeable of overall nuclear plant

chemistry.
No violations or deviations were 'noted.

Plant Ooerations Peview Committee (PORC)
The inspector attended PORC meeting 81-18 on May 13, 1981.
During the meeting t
the committee completed final review of fourteen security and I & C calibration procedures.
There appeared to be good interaction between

Preoperational Test Program The inspector attended various meetings and discussed the details of the startup test program with engineers, operators and supervisory personnel.
No violations or deviations were noted.
7.
Plant Tours During the course of the inspection, the inspector toured the Reactor Building. Fuel Handling Building, Turbine Building, and the Auxiliary Building to observe ongoing construction activities.
No violations or deviations were noted.
8.
Exit Interviews, The inspector met with the Plant Manager during the course of the inspection.
The scope of the inspection and the findings were discussed.
