The inspection involved 44 hours of direct inspection effort by one NRC Inspector.
Results: No violations or deviations were noted in the areas inspected.

In addition to iba abnve supervisory personnel, the inspector held discussions , with various operations, construction, engineering, technical support, and administrative members of the licensea's staff.

Plant Status Construction of the Waterford SES site is approximately 84% complete.
The current LP&L schedule indicates initial fuel loading during October 1982.

Operational Staffing - On April 14, 1981, the resident inspector attended a meeting at the Waterford site with Harold Denton, Director, Office of Nuclear Reactor Regulation and representatives of LP&L.
The purpose of the meeting was to discuss NRR's concerns with LP&L's operating organization and to give LP&L an opportunity to outline their program to alleviate these concerns.
Follow up action on this item is the responsibility of NRR.

Quality Control l The purpose of this inspection effort was to begin a review of the licensee's program.
The inspu: tor reviewed a quarterly QC inspection of the startup organization.
On January 9, 1981, a QC inspection report was issued involving a review of the startup organization's adherence to SAP-20 (Startup Administrative Procedure-Orientation, Training, Qualification and Checkout of Startup Personnel).
The QC organization identified several unresolved issues to whie:h the startup group responded in writing on January 28, 1981.
All of the identified issues appeared to be appropriately resolved.
Based on this review and discussions with various LP&L personnel be inspector concluded tnat there aopears to be a good l working relatior. ship between the QC organization and the startup group.

Operator Training The purpose of this inspection effort was to review portions. of LP&L's cold license training for reactor operators.
The inspector attended a lecture on Reactor Flux Distribution involving a discussion on neutron generation time.
The lecture was on a good quality video tape and was presented in a classroom set up.
The instruction program was being preseisted by NUS Corporation and included an instructor (degreed Nuclear - Engineer) in the classroom te lead discutsions and answer questions.
No violations or deviations were noted.

Plant Tours During the course of the inspection, the inspector toured the Reactor
Building, Fuel Handling Building, Turbine Building, and the Auxiliary Building to observe ongoing construction activities.

, Exit Interviews , The inspector met with the Plant Manager at different times during the course of the inspection.
