Areas Inspected:
Routine, announced inspection of:
(1) Operational Staffing, (2) Overall Preoperational Test Program, and (3) Plant Tours. The inspection involved 39 hours4.513889e-4 days <br />0.0108 hours <br />6.448413e-5 weeks <br />1.48395e-5 months <br /> of direct inspection effort by one NRC Resident Inspector.
Result: No violations or deviations were noted in the areas inspected.

In addition to the above supervisory personnel, the inspector held dis-cussions with various operations, construction, engineering, technical support, and administrative members of the licensee's staff.
2.
Plant Status Construction of the Waterford SES site is approximately 82% complete.
The current LP&L schedule indicates initial fuel loading during October 1982.
3.
Operational Staffing The purpose of this inspection effort was to review the present status of operational staffing and training.
The inspector reviewed the overall training schedule for newly hired operators.
Due to the time frame for getting the operators on site and conducting the required training, it appears that they will have little involvement in the preoperational and startup test program.
The inspector expressed his concern that valuable plant specific training will be lost.
This is of special concern because of the high turnover rate and the general lack of personnel experienced in commercial nuclear power plants.
Since 1978 LP&L has lost 28 individuals who were designated to be operators.
This represents an approximate turn-over rate of 45% over a three year period.
The number of operators on site for the last two years has ranged from a high of 32 to as few as 22.

This turnover rate, along with apparent problems in hiring experienced l
permanent staff, has resulted in the extensive use of temporary help.
l These temporary people are presently writing all of the procedures that are to be used for preoperational testing, startup and operations.
In addition they are accepting systems as part of the plant turnover, and they will De heavily involved in testing these systems.
The inspectc-expressed concern that these temporary people will leave with their experience when startup is complete.
l These issues have been discussed with NRC Headquarters and Regional Management.

Preoperational Test Program
-
The purpose of this inspection effort was to observe the licensee's administrative controls over the test program.
The inspector attended various meetings and discussed the details of the startup test program with engineers, operators and supervisory personnel.
A review of staff turnover in the Waterford-3 Startup Group shows that approximately 25 startup engineers have left LP&L during 1980.
This represents a 60% turnover rate.
No violations or deviations were noted.
5.
Plant Tours During the course of the inspection, the IE Inspector toured the Reactor Building, Fuel Handling Building, Turbine Building, and the Auxiliary Building to observe ongoing construction activities.
No violations or deviations were noted.
6.
Exit Interview The inspector met with the Plant Manager several times during the course of the inspection.
The scope of the inspection and the findings were discussed.
