Areas Insoected: An announced initial management meeting was held with the applicant to discuss the applicant's Radiation Protection and Radiochemistry Programs and the scope of NRC inspections in these areas. The inspection involved 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> on-site by one inspector.
Results: -In reviewing the licensee's programs and facilities, the inspector identified seven items of concern.
These open items are concerned with the direct recourse of the Radiation Protection Manager (RPM) to site management; RPM and Radiochemistry Supervisor qualifications; location of the radiochemistry lab; shielding of sample lines; adequacy of the sample collection panel; space allocation for the plant laundry and the respiratory protection program; and the compactor / drumming area layout.

An open discussion of these items appeared to be fruitful.
The inspector reviewed the development of the applicant's programs in Radiation Protection and Radiochemistry with respect to organizational structure, staffing and staff qualifications, training, equipment and facilities.
In the applicant's letter of April 29,1981, (Wyatt to Denton)
they proposed that the RPM report to the Assistant Plant Manager - Plant Services.. This step appears to separate the RPM function from operations and maintenance since these functions would report to the Assistant Plant Manager - Operations and Maintenance. The inspector stated that this arrangement did not provide the RPM direct recourse to the Plant Manager as recommended by Regulatory Guide 8.8 and the incumbent Assistant Plant Manager - Plant Services has no apparent training or experience in radiation protection. The inspector stated that this issue would remain open pending discussions with the NRC staff (50-382/81-16/01).
The inspector reviewed staffing and staff qualifications in Radiation Protection and Radiochemistry.
Radiation protection is now authorized 5 supervisory and 11 technician positions. Six technicians have been

hired and five appear to be ANSI N18.1' qualified. The Radiochemistry Unit l
has six chemists /techricians hit ed and are now being trained by an outside consultant.
The Radiochemistry Supervisor has not been

designated. The inspector reviewed the designated RPM's qualifications against Regulatory Guide 1.8.
The individual did not appear to meet the exparience requirements at the present time.
The inspector stated that

this item would remain open pending action by the applicant (50-382/81-16/02).
' The inspector toured the facilities designated for Radiation Protection, Waste Processing and Radiochemistry. The radiochemistry lab and adjacent counting area is located inside radiation control access in the Reactor Auxiliary Building (RAB).
The inspector noted adjacent areas contained significant sources of radiation and contaminated materials that would ccnstribute.to a high and variable radiation background.
This location from a post-accident viewpoint appears unacci:ptable. This item is considered open pending action by the applicant (50-382/81-16/03).
The reactor coolant sample lines and lines from other potentially highly radioactive systems to the sample panel in' the DAB were observed ' routed into occupied areas and hallways. The inspector stated that these lines wuld have to be shielded or re-routed into unoccupied areas (50-382/81-16/04).
The inspector noted that the sample panel design was obsolete in that the lines were unshielded, sample collection points unenclosed and unventilated.
Improvements in design are necessary to have a sample panel that would meet
"as low as' reasonably achievable" ( ALARA) and TMI Lessons Learned 2.1.6.b

The inspector also noted limited space allocation for the laundry and respiratory protection programs.
The laundry facility appear marginal in meeting plant contaminated laundry requirements. Plant personnel discussed laundry options such as contracted dry cleaning on-site er off-site shipments to a commercial laundry. This item is considered Jpen pending further discussions with the NRC staff (50-382/81-16/06).
..e inspector also noted limited space allocation for trash compaction and storage of filled drums.
The compactor does not have space reserved for trash awaiting compaction.
The control panel for the druming operation is located in the trash compactor area and the operator would not be able to see the druming operation from the panel. This item is considered open pending further discussions with the NRC staff (50-382/81-10/07).
In the areas of nost-accident sampling and sampling cf the containment atmosphere under routine conditions, the applicant's plan and design were indefinite.
A LP&L representative stated that decisions on these matters would be made shortly and their design submitted to the NRC for review.
3.
Exit Interview The inspector met with LP&L representatives (denoted in paragraph 1) at the Waterford-3 site on May 29, 1981.
The inspector sumarized the purpose and scope of the inspection, and discussed the inspection findings.
