This refers to the inspection conducted under the Resident InspectibTyrog{pt'h[

by Mr. G. L. Constaole of our staff during the period March 16, 1981\\- % UR-

April 15,1981, of activities authorized by NRC Construction Permit C(PR-103

for Waterford Steam Electric Station, Ui.it 3, and to the discussions oN~

findings with Mr. D. B. Lester at various times during the inspection.

Principal areas examined during the inspectica included:

(1) Operational

Staffing, (2) Quality Control, (3) Training, and (4) Plant Tour. Within these

areas, the inspection consisted of selective examination of representative

records, interviews with personnel and ob.iervations by the inspector.

During this inspection period the Resident Inspector assisted in the inspection

effort related to drugs on the Waterford-3 site and was involved in meetings

with public officials of St. John the Baptist Parish and St. Charles Parish.

The results of these activities are contained in Inspection Reports 50-382/81-07

and E0-382/81-09, respectively.

Within the scope of the inspection, no violations or deviations were identified.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosed inspection report will be placed in the NRC's Public

Document Room.

If this raport contains any infomation that you believe to be

exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a)

notify this office by telephone within 10 days from the date of this letter

of your intention to file a request for withholding; and (b) submit within
