Exit Interview The inspection scope and findings were summarized on March 20, 1981 with those persons indicated in Paragraph I above. Discussions with the Station Manager developed commitments to complete the following prior to power operation:

The actions necessary to resolve the apparent discrepancies in the Emergency Plan and the Crisis Management Plan for the Emergency r

McGuire Nuclear Station Emergency Preparedness Evaluation Report.

The inspector reviewed the conclusions of the NRC's Emergency Preparedness Evaluation Report, as transmitted by' the Division of Licensing letter dated March 6,1981, with the Duke Power Company (DPC) licensing engineer, the emergency response coordinator, and the emergency preparedness coordinator.

As stated in the DPC letter of March 16, 1981 DPC will provide a. response to and a schedule of completion of the open items by Ap,ril,3,1981.

Earthquake Monitoring

'I A previous inspection item (78-24-04) concerned the incomplete installation and testing of the seismic monitoring system. A subseque.nt inspection item (80-26-06) identified a need for a procedura to provide the control room personnel and +5e Emergency Director with a capability to determine the exact magnitude of an earthquake. The inspector reviewed the subject with licensee representatives, reviewed procedure AP/0/A/5500/30, Earthquake, and observed that the control room narthquake m;nitoring equipment event indicated has been connected to the annunciator panel.

The Instrumentation and Electrical (I&E) technicians are being trained to evaluate earthquake magnitudes and to verify the information that will be used to classify an emergency by the Emergency Director.

Meteorological Information

A previous inspection item (78-24-12) concerned the verification of the meteorological instrumentation readouts in the control room.

Satisfactory completion of the turno,=r program was reported in IE report 50-369/80-26.

An item relating to the converting of local instrument readout to meteo-rological parameters was reported as inspection item 80-26-06.

The inspector discussed the subject with responsible Licensee representatives and a draft of Change 3 to Section 7.3.b(1), Natural Phenomena Monitoring, in the McGuire Emergency Plan. The licensee plans to use meteorological data as established by the Nct = onal Weather Service at Douglas Municipal Airport (Charlotte, NC) as the alternate source of meteorological data during periods of primary system unavailability.

18-24-12 and 50-369/80-26-06, are closed in deference to item 50-369/

81-09-04 which requires a capability to meet the criteria of Appendix 2 of NUREG-0654.

The current emergency communication system provides for radios, intercom lines, and internal and external telephone lines; all are installed and operational. The installation of indicator lights on the telephones in the CR and the TSC had not been completed, and the Station Manager committed to having these lights installed prior to power operation. Inspection item 50-369/80-41-01: remains open pending the installation of these indicating lights.

The inspector discussed the subject with liceasee personnel, reviewed procedure PT/0/A/4600/11 Function Check of Emergency Vehicle and Equipment and observed the medical and decontamination facility in the auxiliary building. The facility has been stocked with supplies and equipment. A list o# suislies are posted and an inventory of the supplies is taken each month.

The inspector stated that the licensee should consider moving,some of the first aid supplies and equipment in the adr inistration building first aid station to the medical facility in the auxiliary building-(or duplicate equipment procured) after the auxiliary building modification work is completed.

Licensee management acknowledged the inspector's comment.

Radiological Monitoring

l The inspector discussed with licensee representatives the installation, calibration, and testing of the process and area monitoring system.

The inspector reviewed work orders for the containment atmosphere radiation monitors EMF-38, 39 and 40 (WR08624, WR09029 and WR08984), verified that the work was completed and that the monitors were calibrated, and observed the installed readout equipment in the control room.

Pre-op tests TP/1/B/1600/01A, TP/1/A/2600/15 and TP/1/B/1000/01B,were reviewed and had been completed.

For outside needs, electric power is supplied by generators mounted in the health physics (HP) vehicles.. For

the exercise incident related to item 80-41-03, the HP vehicle had been delayed by site security. Security procedures would not delay the HP staff nor other emergency personnel (nurse, firefighters, Let. al.) during a
