Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve noncompliance or deviations. An unresolved item disclosed during the inspection is discussed in Paragraph 5.

4.
Exit Interview The inspection scope and findings were summarized on January 12, 1979 with those persons indicated in Paragraph I above.

Independent Inspection Effort The inspector conducted a walk through inspection observing the instal-lation of fire protection suppression and alarm systems, fire rated walls and partitions and fire rated wall and floor penetrations.
The ventilation systems for the battery room enclosures on Elevation 294 consist of supply and exhaust ducts which extend from each battery

-2-room to the Control Room on the floor directly beneath the battery rooms. The fire dampers in these floor penetrations have a 1-1/2 bour fire rating whereas the licensee's " Fire Hazard Systems Review" advised that these openings were to be provided with 3-hour fire rated dampers.
Subsequently, the licensee has revised the data to permit a 1-1/2 hour fire rated damper.
Pending further clarification, this situation will be carried as unresolved item number 339/79-03-01 entitled Fire Rating of Dampers between Battery Rooms and Control Room.

Procedures-Fire Prevention / Protection The inspector examined the licensee's fire prevention / protection procedures covered by a document entitled, " Fire Protection and Preven-tion Standards for North Anna Construction Project", dated December 16, 1976. This document stipulates the requirements for the organization and training of the construction site fire brigade, watchman services, safeguarding of welding and cutting operations, general housekeeping and installation and maintenance requirements for various fire protec-tion systems. Applicable codes and standards of the National Fire Protection Association are also referenced for use in accomplishing the required fire prevention / protection functions. The licensee's fire prevention / protection procedures are adequate.
Records on fire brigade personnel, training and drills were examined.
Personnel records did not indicate the physical requirements for each brigade member and the training records do not differentiate between training and drills. Action was initiated to correct these items.
The construction site fire brigade is now only available during con-struction operations which are performed during the day and night shifts (8:00 a.m. until 11:59 p.m.).
During the third shift and on holidays and weekends, fire protection for the construction site is

provided by the fire brigade from Unit 1.
Assistance is also available from local municipal fire departments.
The inspector examined 15 fire exting,uishers in the plant to assure that they had been tested and that required periodic inspections were being conducted.
Records on the fire protection equipment were reviewed.
It was noted ti.at approximately 20 percent of the fire extinguishers on the construction site were due for a hydrostatic pressure test.
This had been recognized by the licensee and a plan has been initiated to have all of these extinguishers hydrostatically tested. Repartedly, all extinguishers due for a hydrostatic test will be tested by the end of 197 " ". - - - -

-3-Three welding operations were observed and adequate safety precautions were being followed.
Within the areas examined, there were no items of noncompliance identi-fied.
