Results Of the four areas inspected, no violations or deviatiens were identified.

Facilities and Ecuipment The inspector toured the Unit 2 area and shared areas in the Auxiliary . Building and Turbine Building. The inspector noted that f acility communi-I cation systems were as described in the Sequoyah emergency plan. The Unit 2 Control Room and the common (Units 1 and 2) Technical Support Center have an Emergency Notification System (ENS) and necessary communications.

The inspector reviewed the adequacy of the Unit 2 evacuation alarm system, which is cescribed further in Section 8 of this repor.

Means for Monitoring Releases of Radioactivity a.

The insuector examined the Sequoyah Nuclear Plant Radiological Emer-gency Plan (REP) and the Implementing Procedures (IP) listed below: IP-1 " Emergency Plan Classification Logic" IP-2 " Notification of Unusual Event" IP-3 " Alert" IP-4 " Site Emergency" IP-5 " General Emergency" IP-6 "-Activation of the Technical Support Center" IP-7 " Activation of the Operations Support Center" IP-14 " Health Physics Procedures" IP-15 " Emergency Exposure Guidelines" - IP-18 " Plant Release Rate Calculations" b.

The inspector reviewed the above procedures for references to monitors or instrumentation unique to. an emergency involving Unit 2.

The inspector noted that the procedure IP-18 referenced general monitors (i.e. 1-RM-90-2, etc.) which were unique to Unit I without referencing any corresponding Unit 2 monitors.

The licensee acknowledged that a revision to IP-18 would be required to upgrade it to both units. and agreed -to revise, review and approve the procedure prior to initial criticality of Unit 2.

This shall be considered an open item.

The inspector reviewed IP-18 for the calibration curves figures for monitor 1-RE-90-02 " Containment Radiation Monitor," as discussed in the previous IE Inspection Report 80-327-34-02.

The inspector reviewed figures IP-18-7 " Correlation of Radiation Monitor - Attachment 3", and IP-18-8 " Range of Xe-133 Activity (uC1/cc) vs Dose Rate At Monitor (mR/hr) Assuming A Modified TID 14844 Isotopic Spectrum for Post Accident Times 3 Hours - Attachment 4".

The inspector had no further questions regarding this item, and item 50-327/80-34-02 is considered closed. The inspector discussed the use of this monitor for Unit 2 (2-RE-90-02) in IP-18 with licensee personnel.

The inspector was informed the calibration curves shall be confirmed to be applicable to Unit 2 prior to initial criticality. This item shall be considered an open item. (50-328/81-21-02).

The inspector examined the radiation effluent monitors unique to Unit 2 which may be used during an emergency to determine the magnitude of a release. These monitors are: " Steam Generator Slowdown Sample Monitors" 2 rlE-90-120/121 - 2-RE-90-99/119 - "Condensor Vacuum Pump Air Exhaust Monitors" ! l L - --. - --- --- - - - . - - - - . -.. . -. - - . - . - - -.

2-RE-90-100 - " Shield Building Exhaust Monitor" 2-RE-90-106/112 - " Containment Atmosphere Monitors (Upper / lower)" e.

The inspector reviewed the maintenance and calibration procedures for monitors 2-RM-90-02/99/100/106/119/120/121 which are contained in Surveillance Instructions, SI-206.2 " Radiation Monitoring System Sample Flow Calibration and Functional Tests", and SI-205.2 " Channel Calibra-tions for Radiation Monitoring Systems," and verified these monitors are included.

The inspector has no further questions regarding this item.

Medical Arranoements ~ The inspector confirmed that the medical first aid team and ecuipment used in Unit 1 and the shared system areas (i.e. Auxiliary Buildings, etc.) are to be utilized for Unit 2, and no additional medical arrangements are necessary.

8.

Audibility of Evacuation Annunciator Systems a.

The inspector discussed with licensee personnel IE Bulletin 79-18 " Audibility Problems Encountered on Evacuation of Personnel from High-Noise Areas", dated August 7,1979. The inspector toured selected areas in Unit 2 where high roise may affect audibility.

Areas of potential inaudibility were the charging pumps rooms, RHR pump rooms and the ice condensor area.

The inspector discussed with licensee personnel the res.ults of inplant evacuation drills and drill account-ability. The licensee concurred with the inspector that future inplant ~ drills should include consideration of high-noise interference on evacuation alarms and on the plant PA system.

This item will be examined further during a subsequent inspection (50-328/81-21-03).

b.

The inspector reviewed results of the Unit 1 preop testing program TVA-11B which also identified various areas of Unit 2 which contained low audibility areas. These areas were to be corrected under pre-op test deficiency report PT-311, as discussed in IE Report 50-327/80-34.

The inspector was informed by licensee representatives on May 19 and 20, 1981, that comoletion of the design engineering and installation of additional sirens to correct the deficiencies was expected in June.

This item shall remain open (50-327/79-BU-18).
