Fuel Storage Scooe The fuel handling building was inspected against the criteria outlined in the Special Nuclear Material License and the FSA The inspector verified by independent measurement that spacing of the new fuel assemblies in the new fuel storage area and the spent fuel pool was consistent with license requirement Fuel status boards were checked for accuracy against actual fuel location The requirements delineated by 10 CFR 70 were discussed and licensee personnel acknowledged under-standing of their responsibilitie * Findings The licensee's application for the Special Nuclear Material License identified the fuel handling building fire protection equipment to include 11 *** sufficient numbers of portable C02 fire exti ngui she rs...

- The inspection of the fuel handling facility revealed that a total of two C02 fire extinguishers were available in the building and the fire detection system was located only in the skimmer pump room, a compartment segregated from most other areas of the fuel handling buildin The enclosed truck bay had neither a fire detection system nor a fire extinguishe The inspector questioned whether the intent of the license requirements pertaining to fire protection was fulfilled by the existing syste The licensee agreed to reevaluate the fuel handling building fire protection require-ments and, if appropriate, to augment the existing syste This area will be reexamined during a subsequent inspection (311/78-56-02). Initial Fuel Loading Procedure Review Scope The final version of the initial fuel loading procedure was not available at the time of the inspectio An informal review was conducted of a draft copy of the procedure with emphasis on procedure content and compatibility with applicable standard Documents Reviewed (1)

5 Findings The draft Core Loading Procedure was discussed with the licensee 1s reactor engineering staff. The completed version of the procedure will be reviewed during a subsequent inspectio.
Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of noncompliance, or deviation An unresolved item was disclosed during the inspection and is discussed in Paragraph.
Exit Interview The inspector met with licensee representatives (see Detail 1 for attendees) at the conclusion of the inspection on December 22, 197 The inspector summarized the scope and findings of the inspection at that time.
