Emergency Planning -.General During the inspection, the inspector reviewed those aspects of the licensee's emergency planning program unique to the Unit 2 plan Since the licensee will utilize a Site Emergency Plan concept, the general level of preparedness for the site, exclusive of Unit 2 peculiar aspects, is as presented in IE Inspection Report No. 50-272/78-1 This report addresses only those additional aspects of the Emergency Planning Program which are pertinent to the implemen-tation of a site emergency pla.

cootdination with Offsite Agencies The inspector held discussions with licensee management and deter-mined that the local volunteer fire department and police department had experienced a change in their respective chief official The licensee stated that agreements with the new chief officials would be reviewed to verify that past agreements and the nature of the licensee's continuing coordination activities remain adequate for a two-unit sit The inspector stated that the validity of the agreements and the adequacy of the licensee's coordination activities with these two local agencies would be verified during a subsequent inspection prior to the issuance of an operating license (OL) for Unit (78-44-01)

3 Emergency-Pl an Implementing Procedures Through discussion with licensee management and a review of the licensee's emergency plan implementing procedures, the inspector noted that one major change was under development to complete the transition from a single to multiple unit sit Due to differences between the Unit l and Unit 2 radiation monitoring systems, the licensee is expanding the procedure for determining projected radiation doses, to account for these monitoring system difference The inspector informed the licensee that. the completed procedure changes would be reviewed for adequacy during a subsequent inspection prior to the issuance of an OL for Unit ( 78-44-02)

  • * Emergency Faci 1 i ti es and Egui pment The inspector noted that the emergency facilities and equipment presently used in support of the Unit 1 emergency plan would be the same for Unit 2 with the exception that each unit will have separate radiation monitoring systems (RMS).

The inspector determined that installation of the Unit 2 RMS was not complete, and stated that operability of the RMS would be verified during a subsequent inspection, prior to the issuance of an OL for Unit (78-44-03) Emergency Drill The inspector and licensee management discussed plans for the conduct of a drill of the site emergency plan prior to the issuance of an OL for Unit Licensee management stated that the drill scope would be such that the Unit 2 specific and Unit l - Unit 2 interface aspects of the plan and procedures are teste The inspector stated that the conduct of the licensee's drill would be reviewed prior to the issuance of a Unit 2 OL, to verify that the site emergency plan and implementing procedures adequately implement the unique and interfere aspects of a multi-unit sit (78-44-04)
