Crystal River Nuclear Plant Unit 3 NRC Inspection Report 50-302/96-16 This routine announced inspection was conducted in the area of plant support by a regional safeguards specialist. The specific area evaluated was the Malevolent Use of Vehicles at

The inspector concluded that the vehicle barrier system, using a combination of steel cables, gates, jersey barriers, barrier post, bollards, buildings and terrain, was an acceptable barrier capable of stopping a design basis vehicle traveling at the established speed prior to the vehicle penetrating the protected area perimeter and

causing damage to vital equipment. Based on review of the vehicle barrier system (VBS), the inspector concluded that after the new access portal is operational a

review of that portion of the VBS shall be conducted. (S2.5.1)

The inspector determined that the licensee had installed the vehicle barrier at a i

distance that would preclude an explosion from a bomb-laden vehicle from causing damage to vital targets required for the safe shutdown of the reactor. (62.5.2)

Based on the inspector's review of the VBS procedures and in discussion with the licensee, the inspector concluded that the plans and procedures were acceptable for ,

implementing the VBS. The licensee agreed to include in the next security plan i change that the minimum vehicle weight of a pick-up would be used in place of a degraded barrier. The licensee also agreed to include in the security plan change that the minimum acceptable weapon that an individual who was performing long term i

compensatory measures would be armed with would be a shotgun with slug (S2.5.3)  !
