NRC In'spection Report 50-302/97-03

This routine, announced inspection was conducted in the area of plant support by a regional

safeguards inspector. The specific areas evaluated were the Physical Security Program for

Power Reactors and Control of Safeguards information.

o The licensea's loss of control of a security badge and subsequent failure to

immediately report the loss and remove the badge from the security computer resulted

in a violation of regulatory requirements. The licensee's actions upon discovery of the

event were timely and appropriate. (Paragraph S2.1)

Progression of the security upgrade was continuing. The licensee had scheduled the  ;

completion of the upgrade to be in late June 1997. Installation of several  !

modifications were scheduled to be completed. Appropriate compensatory measures

were in place during this inspection. (Paragraph S2.9)

The Final Access Control Officer was knowledgeable of his responsibilities and duties.

o Vital area door checks were observed to be within the licensee's procedure.

o An apparent violation of the provisions of 10 CFR 73.21, " Requirement for the

Protection of Safeguards Information," was identified. The licensee's corrective action

in response to previous similar violations has been inadequate to prevent

reoccurrence. (Paragraph S4.3)

Unresolved item 50-302/96-07-03 was closed. The Unresolved Item, with respect to

several contractors falsifying information on their Personnel History Questionnaire,

was reviewed by the NRC. The licensee's response and timely actions were

appropriate. (Paragraph S8.1)
