This routine, announced inspection was conducted in the area of plant support by a regional
safeguards inspector and selected personnel from the Office of Nuclear Reactor Regulation.
The specific area evaluated was the Physical Security Program for Power Reactors.

Licensee access control equipment was satisfactory and met the requirements

specified in the Physical Security Plan.

The licensee's intrusion detection system / capability had minor deficiencies with respect

o
to two zones. An Inspector Followup ltem was opened to further review the system
during future inspections.
o
A violation was identified in that deficiencies in the licensee's assessment capability of
,
the protected area were noted,
o
Questionable licensee response capabilities were noted. An Operational Safeguards
Review Evaluation is planned to be conducted in 1998.
