Events (IPEEE) for Severe Accident Vulnerabilities

Revised IPEEE Schedule for Vermont Yankee This letter documents a revised submittat date of June 30,1998 for the Vermont Yankee IPEEE. The additional time la necessary due to the support provided by our IPEEE analysts to our Maintenance Rule implementation activities and our Design Basis Document development program. In addition, modeling of fire hazards has been more difficult than anticipated based on use of the FIVE methodology. More detailed modeling o' heat release rates and fire propagation are being performed to adequately model the plant response to fire initiators. Also, while performing IPEEE flood analysis, a number of design basis internal flood issues were identified. Evaluation and correction of these design basis issues has delayed the beyond-design basis flood analysis required by the IPEEE.

Significant progress toward completing our IPEEE has been made thus far, in addition to completion of the Internal flooding issues discussed above, work already completed includes evaluations addressing aircraft crashes, onsite and offsite chemical releases, external flooding, and high winds and tornadoes. Work to develop fire initiating event frequencies is also nearing completion. The remainder of the work to be completed includes seismic / fire Interaction walkdowns, fire area screening, and the assessment of seismic vulnerabilities.

In order to gain the maximum organizational benefit, we have maintained a policy of keeping IPEEE expertise internal by using dedicated, in-house resources rather than rely on contractors. Accordingly, we have developed a revised schedule that will ensure IPEEE related vulnerabiliiles are identified by December 31,1997 and that our report will be submitted by June 30,1998. This additional time will

' allow us to complete close-out and documentation activities while at the same time avoiding an impact to our March 1998 refueling outage.
