The purpose of this letter is to provide the NRC Staff with the sixteenth of these reports. Bimonthly Progress Report No. 16 is included as Attachment 1.

SUMMARY

In 3 letter dated June 30, 1986,(2) the Connecticut Yankee Atomic Power Company-(CYAPC0) provided the NRC Staff with the conceptual design information for the new switchgear building at the Haddam Neck Plant, including a descrip-tion of the new facility. The major milestone schedule for the construction and implementation phases of. this gject was' provided to the NRC Staff in a letter. dated Sept 30, 1986 and supplemented by a letter dated September 30, 1988.ger These letters committed to provide the NRC Staff with bimonthly progress reports. The following is a breakdown of the major activi-ties accomplished and ongoing for the sixteenth reporting period.

PROJECT

SUMMARY

Construction on the new switchgear building continued to progress in accor-dance with the revised milestone schedule provided to the NRC Staff in September 1988, and no delay in meeting any milestone is expected.

Engineering activities are currently concentrated on support for construction.

Details on the engineering activities are included in Section 1.0. Remaining raceway installation and cable pulling in the station is continuing with in-house construction furces, and is essentially on schedule. Details of the

. construction activities are included in Section 3.0.

o Review of Bechtel Design Documents turned over to NUSCO for the Bechtel initiated PDCRs and original design basis.

o Finalization of NUSCO PDCR packages 1.2 Design responsibility was assumed by Northeast Utilities Service Company (NUSCO) effective January 15, 1989, o A site office has been established to support ongoing construc-tion activities, o Seven (7) additional PDCRs are being issued by NUSCO, address-ing variods aspects of Appendix R commitments and asscciated design cuasiderations. Of these, three (3) have been PORC approved, one (1) has been issued for PORC appoval, one (1) has been issued in draft form for review, and two (2) will be issued in draft form for review in late May.

2.0 Procurement 2.1 General Procurement's efforts are focusing mainly on expediting. NUSCO is ordering the remaining items to complete this project.

3.0 Construction 3.1 Construction forces continue to progress on the installation of raceway, cable pulling, and punchlist completion in the station.

3.2 New Switchgear Building (PDCR No. 865) )

Work is essentially complete except for minor punchlist items assumed by NUSCO.

3.3 Ductbanks (PDCR No. 873)

All work is complete and the PDCR package has been turnen ever to NUSCO construction.

' All'nonoutage work is essentially complete. The only work remaining under this. PCCR is related to cutting-in the door opening to the old switchgear room, which will be done during the outage.

3.5 HVAC Installation (PDCR No. 868)

All work is complete. Panchlist items have been worked off, and the HVAC system is turned over to station. engineering for testing.

3.6 New Switchgear Building' Raceway (PDCR No. 900)

Minor punchlist items are b2ing worked off in order to turn the raceway over to station engineering.

3.7 Appendix R Raceway (PDCR No. 901)

Raceway installation is complete in several areas _ of ;he station.

This includes the primary auxiliary building (PAB), diesel generator A and B rooms, the cable spreading room, and waste disposal build-ing. Raceway installation 'is continuing in the existing switchgear room, and is essentially complete with the exception of the outage work ' remaining in the control room. Nonoutage raceway installation in all areas of the station is expected to be complete in early June 1989.

3.8 New Appendix R Equipment (PDCR No. 902)

All- construction work is complete, and the PDCR package was turned over to NUSCO construction. The new 480V load center and motor control center have been energized. lhe turnover for testing for the balance of equipment is in progress.

3.9 DC System Relocation - (PDCR No. 903)

The battery rack installation in the new switchgear building is complete, and battery installation is complete. Work is also complete on equipment and raceway installation in ' the existing switchgear room. Terminations are complete on DC system in the New Switchgear Building. The battery, DC bus and charger in the New Switchgear Building have been released for testing and are currently energized from the permanent power feed from the new MCC.

The new DC bus, and battery charger, are installed in the old switchgear room. Cables have been pulled to the equipment and terminations are in progress. Turnover for testing should be accom-plished in early June 1989.

Attachment 1 B13251/Page 4 3.10 Fire Protection Systems (PDCR No. 917)

Work is essentially complete. Minor punchlist items remain to be closed out by NUSCO. Halon systems - for 41'6" elevation have been completed. Electrical. testing was. performed to verify fire detec-tion capabilities of' the 41'6" elevation. The Halon system is available in the manual mode.

3.11 Cable. Pulling (PDCR No. 905)

Cable. pulls internal to the new building are complete. Nonoutage cable pulls into the station are essentially complete; within the PAB. . Cables were pulled. into . the control room snd are coiled on staging waiting for termination during^ the outage. The staging in the control board areas was removed' 4/1/89. Cable pulls into the balance of the station are- expected to continue through~ May of 1989; 4 cable pulling is now 94% complete.

3.12 Terminations (PDCR No. 910)

Terminations in .the new.switchgear building are continuing as cables cre pulled in.
