In addition this letter will advise the NRC that CYAPCO has completed the annual exercise required by the Plan and 10CFR50.47. Finally, this letter notifies the NRC of an earlier change implemented by CYAPCO under 10CFR50.54(q) which was l subsequently canceled.

The Plan describes CYAPCO's course of action for responding to emergencies tt.at may arise at the KNP while in a permanently shutdown and defueled

configuration. In this configuration, no reactor operations can take place. This p9g Plan reflects the fact the.t the HNP has been permanently shutdown and defueled and, therefore, poses a significantly reduced potential risk to the public health and safety. The overall purpose of the Plan is to delineate the actions necessary to safeguard plant personnel and minimize damage to site property in the event of an incident at the plant. The Plan was approved by the NRC on August 28,1998m and implemented b> CYAPCO on October 1,1998.

U. S. Nucinr Regul: tory Commi:sion CY-98-191/ Attachment 1/Page 2 On. September 23,1998, CYAPCO conducted an exercise as required by the Plan. This exercise fulfills the requirements of 10CFR50.47(b)(14), which requires that periodic exercises be conducted to evaluate major portions of the emergency response capabilities.

Revision 39 of the operational Emergency Plan was processed under 10CFR50.54(q) and eliminated the need for CYAPCO to maintain the SODAR backup method for obtaining meteorological data. Other methods still exist for obtaining this data.

Revision 39 to the operational Emergency Plan was subsequently canceled on October 1,1998, with the issuance of the Defueled Emergency Plan.
