Haddam Neck Plant Emeraency Exercise Scenario Packaae In a letter dated February 9,1989,II) Connecticut Yankee Atomic Power Company (CYAPCO) submitted to the NRC Staff the draft scenario packages for the Haddam Weck Plant on-site emergency preparedness exercise scheduled for April 22, 1989. Included in this submittal was a copy of the revised exercise objec-tives.

In a recent telephone conversation, the NRC Staff raised a question about whether or not the 1989 exercise, as described in the February 9,1989 letter, would satisfactorily address the open gm identified in the NRC Staff inspec-tion report dated November 10, 1988. The purpose of this letter is to document to the Staff how CYAPC0 intends to address this open item.

The objectives for the 1989 " partial-participation" exercise weg submitted to the NRC Stsff in the "100-day letter" dated December 14, 1988. During the week of December 19, 1988, members of CYAPC0's emergency preparedness staff held a conference call with the NRC Region I Staff to discuss preliminary ideas on objectives and scenarin severity. Also discussed was the possibility of addressing Inspector Follow Item (IFI) 50-213/88-20-01 during the 1989 preexercise rehearsal drill since the exercise sequence of events would not warrant or support such a demonstration. The NRC Staff stated that if the Haddam Neck Plant NRC Resident Inspector would be able to observe the rehears-al drill and the IFI was adequately demonstrated, the IFI could be closed by (1) E. J. March 21, 1989 the Resident Inspector. Subsequent to that conversation, CYAPC0 contacted the Senior NRC Resident Inspector at Haddam Neck to discuss the scenario for the demonstration of the IFI. The Resident Inspector agreed to observe the drill and evaluate CYAPC0's performance against the IFI. Specific action regarding the IFI would be based on the Resident Inspector's observations.

In the "65-day letter" dated February 9, 1989, CYAPC0 submitted revised objectives to the NRC Staff. In this letter, CYAPC0 also documented our understanding that the inspection report open items could be demonstrated and observed by the Haddam Neck Plant NRC Resident Inspector during the preexer-cise drill to be conducted on March 28, 1989.
