Re: 10CFR50.54(p)

U.S. Nuclear Regulatory Commission o

Attn: Document Control Desk Washington, D.C. 20555 Gentlemen:

Haddam Neck Plant Protected Area Boundary Modifications In a letter dated June 1, 1987,(1) Connecticut Yankee Atomic Power Company (CYAPCO) submitted to the NRC Staff a temporery ,

change to the Modified Amended Security Plan (MASP) for the  !

Haddam Neck Plant pursuant to 10CFR50.54(p). This change, as i described in Reference (1), stated that this temporary modification would be in place until December, 1987 at which time the protected area boundary would rever to the original design. In a letter dated July 30, 1987,g)back the NRC Staff stated that the temporary change was consistent with the provisions of 10CFR50.54(p) and was considered acceptable.

Due to delays in the plant construction that necessitated the temporary changes to the protected area boundary, the date of December 31, 1987 for return to the original protected area boundary design will not be met. Accordingly, CYAPCO evaluated an extension until April 15, 1988 of the temporary change as described in Reference (1) and determined that such an extension would not decrease the effectiveness of the MASP and was.

acceptable in accordance with 10CFR50.54(p).

All compensatory measures as outlined in Reference (1), will remain in effect during the extension period. On or before .

April 15, 1988, depending on when the related plant construction is complete, the protected area boundary will revert back to the original boundary design.
