Haddam Neck Plant Response to Resident inspection 50-213/37-08  ;

This letter is in response to concerns over commitments expressed by you in the transmittal letter for Resident Inspection 50-213/87-08 dated May 19,1987. In that letter you requested that we inform you of planned actions to: 1) identify previous commitments which may not have been properly implemented, and 2) assure implementation of all future commitments.

Commitment Tracking and Implementation Connecticut Yankee Atomic Power Company (CYAPCO) considers that its historical performance in the implemention of commitments has been below a level that is considered acceptable. This problem was self-identified previously, and efforts are currently underway to improve commitment tracking and implementation.

The focus of the commitment tracking upgrade will be on improving the link between our commitment tracking and work assignment systems. Currently, there exists no formalized or centralized system to integrate these two functions. The upgrade effort will include a means of integrating the commitment tracking and work assignment systems.

Another aspect of the upgrade will involve increased emphasis on accurate identification of commitments in correspondence with the NRC. This coupled with the integrated tracking and work assignment system is expected to provide station management with improvements that are necessary to achieve the desired performance level in commitment implementation.
