Haddam Neck Plant Major Implementation Milestones New Switchgear Building Construction In August,1986,(1) the NRC Staff granted the Connecticut Yankee Atomic Power Company (CYAPCO) an exemption from the schedular requirements o 10 CFR Section 50.48 in response to CYAPCO's request dated March 7, 1986.(2 The granting of this exemption was made subject to CYAPCO's submittal to the NRC Staff of a detailed implementation plan including major project milestones by September 30, 1986 for construction of the new switchgear room and subsequent bi-monthly progress reports. The granting of this exemption was also made contingent on dated July 3,1986,(which mplementation resulted fromofthe the firecommitments in CYAPCO's protection inspection and letter audit on June 16 - 20, 1986. CYAPCO remains committed to the modification described in the July 3,1986 letter as modified by the August 19 letter.(

CYAPCO herein responds fully to the additional conditions set forth in the August 25, 1986 letter from the NRC Staff.

' Plant including a description of the new facility. The detailed design of the new switchgear building is now proceeding with the contract awarded to Bechtel Eastern Power Corporation on September 22, 1986. The major milestone schedule for the construction and implementation phases of this project are provided as Attachment I.  ?

CYAPCO will provide the NRC Staff with updated bimonthly reports on the progress of this project commencing November 26,1986 (i.e., we interpret this submittal to trigger the start of the first two month interval). CYAFCO also intends to provide the NRC with sufficient information to complete the SER, consistent with the milestone schedule, to allow the Staff to perform their review concurrently with the development and construction of this project. As always CYAPCO remains available to meet with the NRC Staff to review progress and/or provide additional information that may be required to assure that the Staff review can be performed in a timely fashion.

' SWGR Equipment Installation Complete December 1,1988 System Tie-Ins and Testing Complete January 31,1989 Bimonthly Progress Report January 31,1989 1988 CY Refueling Outage (Cycle 15) Complete February 6,1989 Final Bimonthly Report March 31,1989 It should be noted that commencing with the 1988 refueling outage, dates are subject to change based upon the plant performance and other factors. The system tie-in and testing milestone will vary directly with the actual start date of the refueling outage. In any event, CYAPCO fully intends to complete these modifications prior to start up from the Cycle 15 outage.
