liaddam Neck Plant Status of Appendix R Modifications On November 14, 1984, the NRC Staff granted certain exemptions from Appendix R of 10CFR50 for the Haddam Neck Plant. The exemptions also approved various proposed modifications as a condition to providing an equivalent level of protection required by Appendix R. The implementation dates for these modifications are governed by 10CFR50.48(c)(2) and (c)(3) schedules. Non-outage modifications are required to be implemented by August 14, 1985 in accordance with 10CFR50.

48(c)(2). The Connecticut Yankee Atomic Power Company (CYAPCO) hereby informs the NRC Staff that these modifications have been implemented.

Modifications in the Control Room or modifications that require scaffolding over safe shutdown equipment will be implemented during the next refueling outage for

' obvious safety reasons (i.e. the modifications are outage-related).

Outage modifications are required to be implemented during the next refueling outage or a planned outage of at least 60 days in duration or an unplanned outage of at least 120 days in duration in accordance with 10CFR50.48(c)(3). The next refueling outage is scheduled to begin in January 1986. CYAPCO hereby informs the NRC Staff that those modifications associated with the rerouting of cabling or purchasing of equipment for the new Switchgear Room or the remote fire instrumentation panel will not be implemented during the next refueling outage.

CYAPCO will be requesting schedular relief for the Switchgear Room and remote fire instrumentation panel modifications by a forthcoming schedular exemption request. All other outage modifications are planned to be implemented during upcoming the refueling outage.

CY APCO will also be requesting exemptions from Section !!I.G.2 of Appendix R for certalo fire barriers that provide equivalent fire protection to that of Appendix R but do not meet the three stipulated methods of Appendix R. Exemption requests for the fire barriers are being submitted to seek NRC Staff concurrence with CY APCO's determination that an equivalent level of protection to that required of Appendix R is provided with the fire barrier configurations that presently exist or that will be implemented during the next refueling outage. The evaluation upon which these exemptions are based considered all known NRC guidance and interpreta tions, and was performed in accordance with plans previously summarized in the W.G. Counsil letter to R.H. Vollmer dated June 18, 1984.

Further information on these fire barriers will be provided with the exemption requests.
