f Haddam Neck Plant Proposed Revision to Technical Specifications Pressure / Temperature Limit Curves in Reference (1), pursuant to 10CFR50.90, Connecticut Yankee Atomic Power 3 Company (CYAPCO) proposed to amend its Operating License, DPR-61, by l revising Section 3.4, Combined Heatup, Cooldown and Pressure Limitations, l Figures 3.4-1, 3.4-6, and 3.4-7 and pages 3-5 and 3-6 of the Technical Specifications. Reference (2) provided additional information requested by the Staff to support the proposed amendment. Because the current curves for heatup and cooldown will shortly be outdated, CYAPCO plans to implement attached revised curves, which represent our planned means for compliance with 10CFR50, Appendix C between 14.0 and 22.0 EFPY, when the current curves for heatup and cooldown become invalid at 14.0 EFPY or no earlier than July 20, 1935. In implementing these curves CYAPCO will abide by the operational restrictions imposed and understands they represent our compliance with 10CFR50, Appendix G. Upon your review and approval of the pending proposed amendment request, as forwarded in Reference (1) and revised by Reference (2) ,

CYAPCO will formally incorporate the amendment into the Haddam Neck Plant Technical Specifications.

It should be noted that the revised curves provided in Reference (2) deleted the 2 individual curves on each figure (Figures 3.4-1, 6 and 7) for the residual heat removal (RHR) and reactor coolant pumps. These curves provide operational guidance, but are not directly applicable to Appendix G compliance. Ultimately, we request that the Reference (2) curves be issued as the formal license amendment. For the interim period, we will abide by the attached proposed figures.
