Gentlemen:

Haddam Neck Plant Response to NRC Bulletin No. 88-02 Reference (1) required licensees to take certain actions to minimize the potential for a steam generator tube rupture event caused by a rapidly propagating fatigue crack such as occurred at North Anna Unit 1 on July 15, 1987. Peference (2) responded to Reference (1) with the results of short term actions and committed to a long term analysis in response to Item C.2a of Reference (1).

The purpose of this letter is to fulfill that commitmerit. In May 1989, a study commissioned by the Northeast Utilities Rervice Cocpany (NUSCO) on behalf of the Connecticut Vankee Atomic Power Company (CYAPC0) was completed. This study was outlined in Attachment 3 to Reference (2). The study was performed as indicated therein and rehoved that there are no tubes in any Haddam Neck steam generator which are subject to conditions which l vould lead to a North Anna 1987 type event. Details of the study are available for NRC Staff review at our corporate office.

USNRC A07040/Page 2 May 25, 1989 In response to Item C.1 of Reference (1), Reference (2) committed to an enhanced primary to secondary leak monitoring program. While it is not currently CYAPCO's intcntion to discontinue this program, it should be noted that based on the aforementioned study results, the enhanced leak monitoring program, in our opinion, is not required in order to preclude a North Anna 1987 type event.
