Gentlemen:

Haddam Neck Plant Follow-up to Inspection Report No. 50-213/87-10 Re fe re nce (1) informed the Connecticut Ya nkee Atomic Power Company of a deviation identified during an inspection at the Haddam Neck Plant from April 13-17, 1987. Reference (2) responded to Reference (1) a nd indicated a plan of action for

. correcting the deviation. The purpose of this letter is to upda te the NRC on those items of Reference (2) which had not been completed when Reference (2) was issued. For clarity, those items are repeated below, followed by the update.

Item 1 i The Eme rge ncy Ope ra ti ng Procedures (EOPs) will be reviewed by Huma n Factors personnel . This review will include the resolution of the deficiencies identified in Attachment B of Reference (1).

In addition, the disparities between EOP and control room nomencla ture will be resolved.

_The Human Factors review of EOPs, which is . the major- portion of the upgrade, is still in progress. -Reference (2) _ indica ted that we expected to be completed with 'this review by December 31, 1987. Due to the extension of the cutage and the need to revise

- the current EOPs to incorpora te design cha nges , start-up licens-ing issues, Probabilistic Risk Assessment concerns, new Technical Specifications, and other related issues, this review is now expected to be completed by March ll, 1988. Resulting procedure changes are expected to be completed approximately three months later. We.will keep you informed.

Item 3 i

A control room or simulator walk-through will be performed on those Function Restoration Procedures -(FRPs) which could not be validated on the simulator. Simulator training personnel will evaluate.which FRPs should be included in future simulator exercises.

! The FRPs were validated on or at the simulator in October, 1987.

l In addition, Training personnel have evaluated which FRPs should be included in future simulator exercises.

1 Item 4 The. process for making temporary changes to EOPs will be reviewed and methods of improving implementation time will be evaluated.

The use of Temporary Procedure Changes (TPCs) on EOPs has been reviewed. To improve implementa tion time , all TPCs will be l incorporated by procedure revision within 90 days unless approved by the Unit Superinte ndent.

l Item 5 The appropriate simulator training materials will be revised as necessary to have instructors reinforce the importance of not skipping over notes, cautions, and TPCs by procedure readers.
