Gentlemen:

Haddam Neck Plant Systematic Evaluation Program (SEP) Topic III-3.C Inservice Inspection of Water control Structures Reference (1) requested further information regarding SEP Topic III-3.C, and requested Connecticut Yankee Atomic Power company (CYAPCO) to address three items. This letter responds to that request.

The first concern is that a qualified engineer be assigned to supervise water control structure inspections. A qualified engineer will be assigned responsibility for all phases of these inspections. These inspections will be coordinated through the plant engineering staff with the assistance of the Corporate Civil Engineering Department. This will ensure that while the inspections will be coordinated by the site, qualified Civil Engineering assistance will be available.

The second concern is that a separate file should be maintained documenting the periodic water control structure inspections. To address this, a file will be setup and maintained at the plant for these inspections. The file will utilize historical information as available.

The third item of concern involves the review of the inspection criteria listed in l Regulatory Guide 1.127. It is planned that this review will be completed by l May 1,1987. This review will involve a comparison of the existing procedures to the inspection criteria listed in Regulatory Guide 1.127.

It should be noted that complete compliance with the Regulatory Guide recommendations is unlikely due to the age of the structure and the unavailability of some records. However, to the extent possible, conformance to the recommendations in the Regulatory Guide will be achieved.

The inspections and file will be under the direction of CYAPCO Engineering to ensure that one person is responsible for these activities. Plant engineering will review and supplement the present program as required. This will ensure that the inservice inspection program has overall coordination and review.
