Haddam Neck Plant Supplementary Information Regarding I&E Inspection No. 50-213/86-17 At the September 3, 1986 management meeting concerning this inspection, additional information concerning item 86-17-03 was requested by the Staff regarding administrative controls which were in place at the time of the inspection to control quantities of water in various tanks.

A packet of information consisting of a review of actual tank levels and annunciator response procedures for tank low level alarms was transmitted to you via the Resident Inspector on September 8 and 12, 1986. The purpose of this letter is to formalize and summarize that response.

This information showed that, although there is no requirement to maintain 180,000 gallons (minimum) of water inventory total in the three tanks in question (demineralized water storage tank, primary water storage tank, recycle primary water storage tank),

actual tank levels are substantially above the 180,000 gallon level, since it is normal practice to keep those tanks full.

s To formalize control of this level, however, Connecticut Yankee Atomic Power Company (CYAPCO) will, by October 31, 1986, increase the low level alarm setpoint on the recycle primary water storage tank, and revise the associated annunciator response procedure, to ensure that the total water inventory at the low level alarm for all three tanks is greater than 180,000 gallons when the plant is in modes 1, 2 or 3.
