CONNECTICUT YANKEE ATOMIC POWER COMPANY B E R L I N, CONNECTICUT P o BOX 270 HARTFORD, CONNECTICUT 06141-0270 TELEPHONE j 203-665-5000 August 19,1986 Docket No. 50-213 B12216 A05899 Office of Nuclear Reactor Regulation Attn: Mr. Christopher I. Grimes, Director Integrated Safety Assessment Project Directorate Division of PWR Licensing - B U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Gentlemen:

Haddam Neck Plant Comments on NRC ISAP Review of Haddam Neck Operating History through 1984 In a letter dated July 3, 1936(1), the NRC forwarded a draf t report, prepared by NRC contractors, on the operating experience of the Haddam Neck Plant, itis our understanding that this report is to be utilized by the NRC in the ISAP review and backfitting decision-making process.

This letter serves to document the comments we provided to you via telephone on Friday, August 1,1986. It should be noted that due to the relatively short time interval available for review, we have not attempted to verify the information provided in Appendices A and B.

In general, we feel the report is accurate and note the following minor comments:

o The Haddam Neck Plant utilizes a Facility Description and Safety Analysis (FDSA) in lieu of a Final Safety Analysis Report (FSAR). As such, all references to an FSAR should be revised to FDSA.

I o Twice the Haddam Neck plant has accomp!ished lengthy uninterrupted operating runs, the first for a period of 344 days ending in August 1977, the second for 417 days ending in August 1984. The draf t report states the runs as being 343 and; 401 days, respectively. This change should be reflected throughout the report.
