Haddam Neck Plant Response to I&E Inspection No. 50-213/86-03 Pursuant to the provisions of Section 2.201 (" Notice of Violation")

and Appendix C (Enforcement Policy) of the NRC's Rules of Practice (10 CFR 2), this report is submitted in reply to Reference (1), which informed Connecticut Yankee Atomic Power Company (CYAPCO) of a violation which was identified during a routine inspection at the Haddam Neck Plant f rom February 10 - April 15,1986.

Alleged Violation Technical Specification 6.8 requires written procedures to be established, implemented and maintained. Administrative Control Procedure 1.2-3.1, Preparation, Review and Disposition of Plant Design Change Requests (PDCRs), requires all af fected procedures to be implemented prior to declaring the system operable. PDCR 786, Steam Generator Wet Layup, specifiei the implementation of Normal Operating Procedure (NOP) 2.19-5, Steam Generator Wet Layup Recirculation S;' stem Setup and Storage, for this modification.

Contrary to the above, on February 7,1986, NOP 2.19-5 was not implemented prior to declaring the Steam Generator Wet Layup System ope rable .

This is a Severity level V violation (Supplement I).

Re s ponse Draf t Procedure NOP 2.19-5, Steam Generator Wbt Layup Recirculation System Setup and Storage was prepared by the responsible engineer and turned over to the operations department for use in operating the Steam Generator W' e t Layup System (PDCR 786). The engineer preparing the procedure upgrades believed this action satisfied the requirements of Procedure ACP 1.2-3.1. He did not realize that he was responsible for insuring the procedure was approved by PORC prior to system use.

The lack of an approved operating procedure was overlooked by the operators because of the operational simplicity of the system. The Procedure NOP 2.19-5 was subsequently approved by PORC on April 9, 1986.

This response will be routed to all licensed operators and onsite engineering personnel by June 27, 1986.
