Dear Sir:

Your letter of May 1,1984 transmitted the safety evaluation of the Emergency Feedwater System Upgrade (NUREG-0737, item II.E.1.1).

This letter is written to clarify a statement on page 1-8, Item d of the safety evaluation. That item states that the Emergency Feedwater System pumps discharge valves are air operated; are normally closed; and fail "open" on loss of air. CR-3 does not have air operated valves in the Emergency Feedwater System.

The four new Emergency Feedwater Initiation and Control (EFIC) valves are Target Rock DC solenoid operated control valves. The system is designed to inject emergency feedwater into both steam generators from either emergency feedwater pumps through DC powered valve paths powered from both A and B batteries. This design redundancy permits a single failure to occur and still have emergency feedwater capability. EFIC also will control four additional redundant DC motor operated block valves. The present AC motor operated valves will be de-terminated in the locked open position.
