Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Emergency Feedwater Valve Reliability

Dear Sir:

Af ter review of the situation associated with the recently reported leakage of Emergency Foodwater Valve (EFV)-18 and several discussions with your staff; FPC hereby commits to the following course of action:

a) FPC will continue to keep the penetration (No. 109) and associated piping within design temperature limits utilizing the temporaq modification described in our June 28th letter on an as-needed basis; b) FPC will continue evaluation of EFV-33 repair; and c) FPC will take CR-3 out-of-service on or before October 15, 1988 to repair EFV-18 and to inspect EFV-43 and -16. If the condition of these three valves raises concern regarding the parallel valves in the "A" OTSG flowpath, they will be inspected as well. Repairs will be made based on the inspection results.

FPC strongly believes the condition of these valves does not adversely ef fect the reliability of the Emergency Feeclwater System.

The system was initiated during the March shutdown without any decrease in system effectiveness. The shutdown for inspection and repair will provide additional assurance that the overall plant reliability is maintained at a high level.

Currently FPC has two large fossil units out of service for major repairs. Scheduling the outage for after the summer peek period will allow FPC to continue to meet our service requirements without unacceptably high risk of service interruption. The summer peak period runs into the late September to early October time frame. The outag will also be coordinated with the other fall outages for units on our system.

We are confident that the meeting will clarify both the management / decision making processes we have gone through as well as the technical issues. FPC sincerely believes that July 8th meeting will serve to clearly communicate the facts and actions related to the valve leakage. The clear communication and dialogue will provide the NRC with increased confidence in the operation of CR-3.
