Dear Sir:

Florida Power Corporation (FPC) is submitting this letter to clarify two (2) commitments made for modifications to the Crystal River Unit 3 Emergency Feedwater System Program; namely, the bypass valves around EFV-3 and EFV-4 and the installation of redundant Condensate Storage Tank level indication.

In our letter, dated August 22,1983, Item 8 Response, we stated that we were planning to install para'.lel bypass valves around those valves which do not provide redundant parallel paths in the Emergency Feedwater System. Sub-item 2 erroneously mentioned EFV-3 and EFV-4. These valves were discussed in the NRC-FPC Emergency Feedwater meeting held in St. Petersburg on October 20, 1983.

The NRC stated at that time that these valves were not a concern after FPC explained that these valves are normally open valves located in separate, parallel paths and not in series. These valve bypasses are not part of the overall Emergency Feedwater System Program and will, therefore, not be installed.

The existing Condensate Storage Tank has redundant control grade level indication installed, and we committed to install safety grade level indication in conjunction with the completion of the Condensate Storage Tank modification as stated to you in FPC letter dated November 18, 1983, Response 5. In our letter to you dated February 29, 1984, Item 7, we stated that FPC Nuclear Engineering is recommending the installation of a new tank dedicated to EFW use only and that the existing schedule shows that installation by Refuel VI is feasible. We, therefore, wish to clarify the commitment and will install redundant safety grade level indications on the the EFW Tank by Refuel VI instead of the Condensate Storage Tank by Refuel V.
