Document Control Desk LR-N980241 Attachment A The following item represents the commitment that PSE&G is making to the NRC re;ative to LER 354/98-003-00:

1. Procedures to appropriately test the check valves will be developed by July 1,1998, which is prior to the next scheduled performance of these IST tests.
2. The engineering evaluation to determine the actual minimum low temperature for operation of SACS without an operable Instrument Air system, or an appropriate backup system, will be developed by July 9,1998.
3. Operating procedures will be revised to reflect the actual minimum low temperature for SACS when the engineering evaluation is completed. Operating procedures will also be developed to provide information relative to the operation of the regulators.

These procedure revisions will be completed by August 7,1998.

4. Training on the design, operations, and periodic testing of the backup nitrogen system will be provided to the operators by September 1,1998.
5. The workbook used in the preparation of this design change will be reviewed for enhancements. The procedures will be revised by July 31,1998 to separate the valve group and IST group signatures, as well as to incorporate other enhancements discovered during this review, as appropriate.
6. Lessons learned from this event will be discussed with Design Engineering, Maintenance Engineering, and Operations personnel. These discussions will be completed by September 30,1998.
