p Please find enclosed Licensee Event Report (LER) 50-302/97-027-00. The LER discusses L ^ potentialinoperability of the Emergency Diesel Generators when the ambient temperature is below 35 degrees Fahrenheit due to absence of antifreeze in the Diesel Generator Cooling System. This condition was datermined to be reportable under 10CFR50.72(b)(2)(iii)(D) and 10CFR50.73(a)(2)(v)(D). A 4-hour notification was made at 1523 on July 7,1997,
-(Event No. 32596) A 30-day written report to the NRC was required by August 6,1997.
. On August 29,1997, FPC personnel discovered that the required 30-day written report had not been submitted. Cognitive personnel error resulted in failure to track, prepare and submit the report. This condition has been documented and will be addressed in accordance with the FPC Corrective Action Program.
