Dear Sir:

In Licensee Event Report (LER) 50 302/97-019-00 Florida Power Corporation (FPC) reported a condition at Crystal River Unit 3 (CR 3) concerning elevated Emergency Diesel Generator (EDG) supply air ternperatures due to EDG radiator discharge air recirculation effect. In the LER, FPC committed to implement and test a modification, prior to entry into MODE 4, to eliminate the recirculation of the EDG radiator discharge air back into the radiator room inlet, in Reference 2, FPC stated that this modification would ensure acceptable EDG supply air temperatures will be maintained.

FPC is revising the above commitment due date from " prior to entry into MODE 4" to February 28,1998. Based on FPC analysis, the proposed modification to the EDG building will not completely eliminate the recirculation of the radiator discharge air back into the radiator room inlet, as stated in LER 97 019-00, but will reduce the influence this condition has on supply air temperatures to an acceptabie condition. With the current EDG building configuration, analysis and testing has shown the limiting radiator supply air temperature could be increased by as much as 14 degrees Fahrenheit (F) due to the recirculation condition. With the proposed modification, the air recirculation woulci be altered such that radiator room intake air temperatures will be reduced to acceptable conditions, as discussed in Reference 2.

4 U.S. Nuclear Regulatory Commission Page 2 3F1297 29 FPC has performed an assessment to determine maximum probable EDG radiator room inlet temperatures without installation of the modification during December through February. A review of historical meteorological data of local area temperatures (seven years for on site data and 38 years for the Tampa Day area) demonstrates ambient air temperatures are not expected to exceed 85 degrees F at CR 3 for the months December, January, and February.

Analysis performed by FPC and the EDG vendor has determined the EDGs are capable of operating with radiator room inlet air temperatures up to 100 degrees F, which corresponds to a maximum outdoor ambient temperature of 80 degrees F.

In addition to the commitment made by FPC in LER 97 019 00, FPC discussed plans to install the corrective modification in Reference 2, EDG Test Plan. This letter is intended to change the commitments made in both References. FPC is developing an operability evaluation for the EDGs, as described in Generic Letter 9118, Revision 1. Enclosed is the supplement to LER, 50-302/97 019-01.
