TECHNICAL SUPPORT CENTER Enclosed please find six (6) copies of Consumers Power Company revisions to the Palisades Plant security systems pertaining to the Closed Circuit Television Coverage, Attachment 1, and the Technical Support Center, Attachment 2. These attachments provide our justifications for these changes.

Also enclosed are sketchen depicting the revisionc as described in attachments 1 and 2.

Consumers Power Company has determined that these changes do not decrease the safeguards effectiveness of the security plan at the Palisades Plant and therefore are being submitted in accordance with 10 CFR 50.54(p).

Consumers Power Company requests that the attachments to this letter be withheld from public disclosure since they concern subject matter which is exempt from disclosure in accordance with 10 CFR 73.21(c).

GENERAL INSTRUCTIONS:

1. When in use, Safeguards Information shall be under the immediate control of an authorized individual. When unattended. Safeguards Information must be stored in an approved, locked security storage coritainer.

2. When transmitting Safeguards Information, a double envelope system shall be utilized. The inner envelope shall be clearly marked,

" SAFEGUARDS INFORMATION, WITHHOLD FROM PUBLIC DISCLOSURE, UNAUTHORIZED DISCLOSURE IS SUBJECT TO CIVIL AND CRIMINAL SANCTIONS. OPEN BY ADDRESSEE ONLY." The outer envelope shall be addressed using standard mailing procedures. All transmittals of Safeguards information require the use of an acknowledgement form.

3. Safeguards Information shall not be duplicated without the expressed consent of the author / originator.
