1 JUN 2 91998 I Docket No. 50-423 I B17338 l

U.S. Nuclear Regulatory Commission i

Attention: Document Control Desk Washington, DC 20555 Millstone Nuclear Power Station, Unit No. 3 Commitment Revision Response to Notice of Violation 04033 l

The purpose of this letter is to revise the commitments associated with Notice of  !

Violation (NOV) 04033 which were previously submitted to the NRC in " Reply to Notice l of Violation and Proposed imposition of Civil Penalties" (816996), dated March 2, -

1998. The corrective actions for the subject NOV included revising OP 3208, " Plant Cooldown," to provide specific direction to prompt operators to initiate a Condition '

Report (CR) and notify the system engineer when exceeding temperature limits. The  !

corrective actions also included adding a computer priority alarm to alert the operators  !

of a high temperature condition.

The reactor plant closed cooling water (RPCCW) system has been reanalyzed, revising the maximum operating temperature and resulting in a design change. The associated design change included the installation of high temperature alarms that provide a signal for each train to Control Room annunciators (Main Board 2C window 1-4 for train A and 1-5 for train B). Included in the annunciator alarm response procedure OP 3353.MB2C is a requirement to initiate a CR for exceeding RPCCW temperature limits.

The CR process provides notification to the system engineer. This design change eliminated the previous commitments for a computer priority alarm and notification of the system engineer by Operations. Attachment 1 identifies the new commitments which have been implemented. .
