SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

(INSPECTION REPORT NOS. 50-325/97 99 AND 50 324/97 99)

Dear Mr. Hinnant:

The U.S. Nuclear Regulatory Commission (NRC) has completed the Systematic

Assessment of Licensee Performance (SALP) for the Brunswick Steam Electric

Plant's Units 1 and 2. The facility was assessed for the period of May 14,

1995, through May 24, 1997. The results of the assessment are documented in

the enclosed SALP report, which will be discussed with you at a public meeting

at the Brunswick site on July 11, 1997, at 1:00 p.m.

Plant performance was assessed in four functional areas: Plant Operations,

Maintenance, Engineering, and Plant Support. Brunswick sustained superior

performance in the functional areas of Plant Operations and Maintenance.

Plant 0)erations superior performance was characterized by good management

oversig1t through control of daily plant activities and a clear understanding

management expectations. Maintenance performance was also superior with

record setting plant availability, well managed outages, and low maintenance

backlogs.

Engineering performance was rated good. Problems in the modifications area

and in the implementation of corrective action program.s including the

Environmental Qualification area program detracted from a higher category

rating. Engineering support to operations showed significant improvement.

Plant Support was rated good but performance had deficiencies in control of

collective radiation dose and control of radioactive contamination. Security

performance had some deficiencies in the area of fitness for-duty and access

authorization.

Safety assessment and quality verification performance was mixed. Management

made conservative operating decisions and self-assessments often identified

issues, but corrective actions were not always carried out effectively.

In accordance with Section 2.790 of the NRC's " Rules of Practice," a copy of

j this letter and its enclosure will be placed in the NRC Public Document Room.
