Gentlemen:
Haddam Neck Plant Clarification of Proposed Revision to Technical Specifications In Reference (1) revisions to Technical Specification 3.13, Refueling, were proposed to ensure the assumptions and initial conditions of the reactor cavity seal failure safety analysis were met. Through discussions with the NRC Haddam Neck Project Manager, it was pointed out that confusion exists over what was meant by the 2nd sentence within the 2nd paragraph of proposed Specification 3.13.C(l). In order to clarify that the location the fuel is returned to is the reactor core and not literally "to the bottom of the reactor pressure vessel", as stated in Reference (1), we propose that sentence be revised as shown in Attachment (1).
