REVIEW OF EMERGENCY PLAN INITIATING CONDITIONS IN RESPONSE TO UNRESOLVED ITEM 89-11-03 The referenced inspection report noted, as part of Unresolved Item 89-11-03, that a proposed revision to the Emergency Plan containing initiating conditions as outlined in NUREG-0654 would be presented to the Plant Operating Review Committee (PORC) and subsequently to the NRC for review and approval. j Enclosed is proposed revision 6 to procedure IAP-2, I Classification of Emergency Conditions *, The revision i incorporates changes which assure all applicable initiating I conditions as specified in NUREG-0654 are addressed.

To facilitate review of the IAP-2 procedure with NUREG-0654 initiating conditions, a cross-reference has also been provided.
