James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Changes to the Technical Specifications Regarding Removal of Cycle-Specific Parameter Limits (JPTS-88-020)

Dear Sir:

. Several Technical Specifications address limits associated with reactor physics parameters that generally change with each reload core, requiring changes to the-Specifications each fuel cycle. Since these limits are developed using NRC approved  ;

methodologies, processing the changes is an unnecessary burden on the NRC and n' the Authority. NRC Generic Letter 88-16 provides guidance for removing these cycle- ,

1 specific parameter limits and relocatir,g them into a utility controlled " Core Operating

Umits Report.'

'This application for 'an amendment to _ the James A. FitzPatrick Technical  ;

I- Specifications proposes to remove the cycle-specific parameter limits from the L Technical Specifications and to reference a Core Operating Umits Report (COLR) containing these limits. These changes are made in accordance with the guidance contained in NRC &neric Letter 88-16.

The' Authority does not plan to submit cycle-specific changes _to the Technical Specifications to support Cycle 10 operation. The core will be operated for the remainder of the current operating cycle with the Cycle 9 specific limits contained in the Technical Specifications and will commence Cycle 10 with the Cycle 10 specific ilmits in a PORC and SRC reviewed COLR. At no time will the core be operated without the cycle-specific limits in either the Technical Specifications or the COLR.

Therefore, these changes to the Technical Specifications are required for startup following the 1990 refueling outage. Since this outage is currently scheduled to begin March 30,1990, the Authority requests that this application be approved by May 15, l 1990.

Enclosed for filing is the signed original of a document entitled " Application for Amendment to Operating Ucense," with Attachments I and 11 thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation. The Authority will submit the Cycle 10 Core Operating Umits Report upon issuance, but no later than the startup of Cycle 10.
