James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Change to the Technical Specifications Regarding New Traversing incore Probe System (JPTS-89 031)

Dear Sir:

This application for an amendment to the James A. FitzPatrick Technical j Specifications changes Table 3.71, " Process Pipeline Penetrating Primary Containment," _  ;

and Table 4.7 2, " Exception to Type C Tests," on pages 201 and 212, respectively. The -

proposed changes are necessary to reflect a plant modification which will replace the Traversing Incore Probe (TIP) System. The new TIP system requires only 3 containment j penetrations. Two extra TIP penetrations will be capped and eliminated from the l Technical Specifications.  !

The Authority plans to implement this modification during the 1990 refueling outage currently scheduled to start in March. Since calibration and testing requires several e weeks, approval by May 15,1990 ls requested to support the planned restart date.  ;

Enclosed for filing is the signed original of a document entitled " Application for j Amendment to Operating Ucense," with Attachments I and 11 thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
