CROSSFLOW TOPICAL REPORT REVIEW SCHEDULE ABB Combustion Engineering Nuclear Power (ABB CENP) recently submitted a Generic Topical Report regarding the CROSSFLOW Ultrasonic Flow Measurement System and its ability to measure feedwater flow more accurately than current plant instrumentation. The NRG review and approval of this Topical Report is being requested by ABB CENP to support the recent NRG and industry initiative to reduce the current Appendix K required 2% power measurement uncertainty. Pending receipt of a Safety Evaluation Report (SER), the CROSSFLOW Topical Report will provide CROSSFLOW owners the ability to pursue power and/or margin increases at their individual nuclear sites. -

We are pleased that the NRG is apparently maintaining their schedule to support a final /

rule change in Appendix K early next year. It is our understanding that ABB CENP is requesting a "priority" review of their Topical Report that will support a similar schedule.

(The current target for an SER is December 1999 pending the staff's ability to assign and maintain review resources.)

We strongly encourage the NRG to support ABB CENP's request for a priority review.

Approval of the CROSS FLOW Topical Report will enable each nuclear utility to choose between two ultrasonic flow measurement technologies in seeking exemption from the Appendix K 2% power measurement uncertainty requirements.
