Nuclear Regulatory Commission Washington, D. C. 20555 Attention: Mr. Olan D. Parr, Chief Light Water Reactors Branch 3 Division of Project Management Gentlemen:

REVISED REQUEST FOR DEFERMENT INCOMPLETE ITEMS NO. 2 UNIT SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 Public Service Electric and Gas Company.hereby transmits an updated listing of items, including preoperational tests, which may not be complete until after initial fuel loading.

This listing updates and supersedes our letter of July 18, 1979 to incorporate completion of testing in the Radiation Monitoring System prior to initial fuel loading~

Safety evaluations are provided which illustrate that the incompleteness of these items at the time of initial fuel loading will have no adverse effect on the health and safety of the general public or station personnel.

The listing identifies those items which will be completed prior to and after initial criticality. We have concluded that these items do not involve an unreviewed safety ques-tion and have no effect on the safe operation and reliabil-ity of the plant.

Should you have questions in this regard, please do not hes-itate to contact us.

Very truly yours, r.t~:r/-
